I met this Ghanaian online. She says she wants to come visit me. She claims that I can not purchase her a ticket online then have her pick it up at the airport. She says that is not allowed. She claims that I must send her cash for her to purchase the ticket at the airport. Is this true?

This is a well known scam. Break off all contact with "her" immediately. In fact, do not trawl chat room where you meet such people.
No, it’s not true. She’s trying to scam you for the cash. As long as the ticket is in her name, you can purchase it for her.
